Do we practise what we preach?: Are knowledge management systems in practice truly reflective of knowledge management systems in theory?

Knowledge management systems are predominant in both theory and practice. However, are the same systems discussed in theory actualized in practice? By comparing and contrasting knowledge management systems in theory and practice, this paper demonstrates that they are indeed dissimilar. In theory, they have both subjective and objective components. In practice, only the objective component appears to be actualized; hence, these systems in practice are essentially organizational memory systems at best and not knowledge management systems at all.

LABOUR & EMPLOYMENT MALAYSIA

The focus of this paper is the Industrial Relations Act 1967 ('IRA'). Among the Labour Laws in Malaysia, this legislation is of primary importance for it deals not only with collective bargaining relationship between union and management but equally importantly governs termination of the employee's contract of employment for reasons of dismissal due to misconduct, retrenchment and constructive dismissal. Furthermore, this legislation marks a watershed in the history of Malaysian labour-management relations because it replaced the then prevailing voluntary system of industrial relations with a compulsory system providing for conciliation and adjudication at the discretion of the Minister for Labour. It is in this context this evaluation is concerned with the needed changes in the law: (a) to ensure procedural fairness in dismissal proceedings; (b) to ensure speedy disposal of industrial disputes; and (c) to ensure social justice to workmen.

Technology cannot exist in a vacuum. The Multimedia Super Corridor (‘MSC’) can only survive and grow in an atmosphere of international involvement and broad-based financial support. Unless technology is protected from misuse and theft, foreign entrepreneurs and technology-based industries will never completely embrace the tremendous potential of the MSC. Therefore, one of the most critical elements needed to foster the future dynamic development of the MSC is a stable and independent legal structure that is sensitive to the needs of technology, information, and communications industries. America’s experiences in fostering high-technology in Silicon Valley and elsewhere can offer important lessons to Malaysia as it develops the MSC.

Personnel management in the public sector: Power, roles and relationships

The management of human resources in the UK public sector has been dramatically transformed in recent years. Discusses the major areas of change in relation to: generalist and specialist personnel roles; relationships between personnel professionals and line managers; and perceptions of personnel activities. Also examines the power ramifications of these changes. Posits that the changes which have occurred to personnel management practice within the public sector have had a detrimental impact on the duties and activities of the personnel practitioner and have also led to a dilution of professional power. Uses a methodology based on sequence analysis to explore the existence of characteristic trends across a range of public sector organizations (n = 14). Interviews with key stakeholders (n = 42) were undertaken, a variety of documentary sources were analysed and, as part of the process of "colligation", group feedback sessions were held.

Knowledge management impacts on decision making process

This research tries to link how knowledge management influences these decisions that influence the position. If we can understand what are the knowledge's modes of integration used over the different phases of the strategy-making process, we can act on these modes more efficiently. Based on a qualitative research developed with 92 firms over the last four years, we study and classify how firms implement knowledge management (what we named knowledge management strategies (KMS)) and their impacts on the different phases of the decision-making process in complex situations.

How Personnel Managers Come to Terms with the Computer

On the basis of studies of 35 personnel managers who had introduced computerisation and a detailed comprehensive case study of the introduction of computerisation into the personnel function, the factors that differentiate adoptors into the categories of "Stars", "Radicals", "Plodders" and "Beginners" are analysed. The critical role of the personnel manager in facilitating successful adoption, the role of the computer in changing the shape of the personnel function, its power and professionalisation are considered, and finally the challenges it will present for the personnel department in the future.

Overcoming psychological obstacles to optimal online search performance

Successful online searching is more than simply a matter of mastering search technique. Emotions, attitudes and environmental factors like stress also play a crucial role in determining whether an online search will be successful or not. Focuses on the important relationship between emotion and cognition, how they affect each other, and what the implications are for online searchers. Investigates how affect and mood influence key cognitive functions and can pose psychological hurdles related to motivation, arousal, attention, concentration, self-confidence, and self-efficacy, all of which can be significant factors in determining the effectiveness of a search. Viewing searching behavior as a form of mental and physical performance similar to that of an athlete or performing artist, draws on the growing body of psychological research on performance which suggests that having the proper mindset can make an important difference in whether a searcher is successful.
